The Euro-Med Human Rights Monitor expresses shock over the Israeli army’s decision to carry out executions against wounded Palestinians during the forced evacuation of the Shifa Medical Complex in Gaza City and to use its administration as human lessons.
Euro-Med team received testimonies affirming that the Israeli army's used members of the Shifa Complex administration as human shields to conduct an extensive combing and search operation in the hospital departments before carrying out horrific mass field executions.
According to the testimonies, the Israeli army appointed Dr. Marwan Abu Saada, director of the Surgical Hospital in the Shifa Complex, to negotiate on behalf of the hospital’s administration to arrange the forced evacuation mechanisms.
However, the Israeli army used Doctor Abu Saada as a human shield for more than five hours in a row before opening the department doors in a failed attempt to search for any military presence signs.
After failing to find any evidence of a military presence in the medical facility, the Israeli soldiers went crazy and deliberately carried out a series of executions, eliminating and directly shooting a number of the wounded in cold blood.
The Euro-Med Monitor strongly condemned the blatant violations committed and continues to be committed against hospitals that enjoy special protection under international humanitarian law. Article 19 of the Geneva Conventions states that "Fixed establishments and mobile medical units of the Medical Service may in no circumstances be attacked, but shall at all times be respected and protected by the Parties to the conflict."
Article 56 of the Geneva Conventions also states that "To the fullest extent of the means available to it, the Occupying Power has the duty of ensuring and maintaining, with the cooperation of national and local authorities, the medical and hospital establishments and services, public health and hygiene in the occupied territory."
The Euro-Med Human Rights Monitor called for the urgent opening of an independent international investigation into the Israeli army’s decision to turn hospitals into firing zones and field executions, which may amount to war crimes, and to hold the perpetrators and those who issued the order accountable.
