Israël continue d'imposer des restrictions discriminatoires aux droits des Palestiniens dans la Cisjordanie occupée, y compris des restrictions à la circulation des personnes et des marchandises importées et exportées de la bande de Gaza. D'autre part, les deux gouvernements de la Cisjordanie et de la bande de Gaza ont emprisonné et arrêté des manifestants et des militants pacifiques. Les journalistes ont été arrêtés et torturés pour avoir exercé leur droit à la liberté d'expression et de presse. Ces violations ont augmenté de façon spectaculaire suite à la division palestinienne en 2007 lorsque le Hamas a maintenu le contrôle politique sur la bande de Gaza.
